DIGITALIZATION change, tending to human needs in the habitats the Smart cities lay claim to. The Commission wants all new buildings to be carbon neutral by 2030, instead of being the greatest consumers of energy, 40% as of today, while their addiction to fossil fuels keeps them generating 36% of emissions. According to the Spanish Association for Construction Companies and Infrastructure Concessions, (Seopan), digitalization and new construction methods will increase the sector’s profitability by up to 5%, with the transformation reaching a level that would in principle, correspond to almost 30% of European funds. I DIGITALIZE, THEREFORE I AM It’s not just a play on words. Put simply, digitalization is the systemat-ic registration of data, so that everything can be measured. Only that which is measurable exists. And only that which exists can be opti-mized. This axiom explains the public-private investment of 140,000 million euros set aside for hydrological infrastructure and the digitali-zation of irrigation, satellite and drone coverage, or smart aquifer man-agement. The water flows thanks to the European Green Deal, and the industrial capacity for desalination and purification promise to bring the human right to water a bit closer. The same principle applies to the right to energy that is clean, renew-able, and as local as possible. As the inhumanity on display in the war in Ukraine shows, energy is a weapon for whoever guards the wells. The immediate result can be scarcity, inflation, even stagflation, putting the brakes on every transformative project due as resources plummet. How much? According to Paolo Gentiloni, the European Commissioner for the Economy, gaining this crucial independence for Europe means investing 520,000 million euros yearly, until 2030, into renewable infrastructure and energetically efficient digital technology.
