The EU is promoting several structur-al programs such as Digital Europe and Horizon Europe, with the objective of reclaiming its place on an increasingly competitive stage. It also has the Digital Compass, pointing to the four cardinal points of change: Skills, Government, Business, and Infrastructure. Its objec-tives by 2030: for 80% of Europeans to have basic digital skills; for 75% of companies to use Big Data/AI and the Cloud competently; for public services to be completely digital; and for infra-structure to be connected by 5G, tak-ing advantage of its multiplying effect on a new economy based on the indus-trial data revolution. “The new can-on leaves no room for doubt: any-thing which cannot be digitalized will become inaccessible,” states Enrique Dans, Technologist and Professor of Innovation at IE Business School.
